The inlet design is a big factor as well as altitude. The Tomcat inlet design actually improves thrust at lower altitudes (helping with acceleration), but dynamic pressure of thick air doesn't allow the high top end. My personal feeling is comparing top end speeds is rather meaningless. It takes a lot of gas to go that fast and you probably would never, ever need it in combat. Acceleration is useful and going just over mach is about all you need otherwise you are arcing all over the sky. With any meaningful ordnance slung on the aircraft (especially a TARPS pod), you aren't going to get Mach 2 out of it (if you were to ignore the NATOPS limit).
